After meat is browned and onions and green peppers are caramelized and softened, pour off grease. Add in brown sugar, vinegar, Worcestershire sauce, and beef broth.
Turn to medium high and allow meat to simmer. Make sure brown sugar is no longer clumped.
Allow to simmer for several minutes. Some of the broth will evaporate. Add in tomato sauce and allow it to simmer for 3-4 minutes.
Pour macaroni into baking dish. Then, pour meat over pasta and spread evenly.
Top with cheese and put in oven for about 10 minutes.
